Foreign-national students cannot enter Indonesia with a Visa on Arrival (VOA) if their purpose of visit is as an exchange student/short course study.

1. Due to changes of regulations at the Indonesian Immigration Department :
   The visit visa with the purpose of “Short Course” less than or 8 Weeks Program now will use Visa index number C9. The visit visa with the purpose of short course study is still single-entry and the initial stay permit for that visit visa is 60-days and activated upon arrival.
   
   
2. The visit visa with more than 8 Weeks Program now will use Visa index number C22A. The visit visa with the purpose of short course study is still single-entry and the initial stay permit for that visit visa is 180-days and activated upon arrival.

This is a sponsored visit visa (sponsor: Udayana University), so you cannot neither apply for your short course study visit visa by yourself nor apply at the Indonesian embassy abroad.
